Staffhouse: Empowering Nurses for Successful Healthcare Recruitment in Canada

Recruitment Success with the Government of Manitoba, Canada

According to Health Minister Audrey Gordon and Labour and Immigration Minister Jon Reyes, more than 300 internationally educated healthcare professionals from the Philippines accepted job offers in Manitoba. These Staffhouse recruits will work as registered nurses, licensed practical nurses, or healthcare aides in various communities, contributing their expertise to enhance the healthcare system in the province.

The successful candidates have already begun their immigration and licensing processes and are about to fulfill the specific requirements to become eligible for employment in Manitoba.

The success of this recruitment mission resulted from the effective planning and coordination of all stakeholders involved. Shared Health, an organization coordinating the integration of patient-centered clinical and preventive health services across Manitoba, provided letters of interest to 348 candidates who successfully passed interviews in Manila, Cebu, or Iloilo.

This focused approach ensured that the most qualified and skilled professionals were identified and selected for the available positions.

Moreover, nursing faculty assessors from the University of Manitoba traveled to Manila to hold Clinical Competency Assessments (CCA) for a pilot group of 20 internationally educated nurses. The university’s nursing faculty is also developing a virtual CCA with World Citi Colleges to expand access to virtual assessments for future rounds of applicants.

 

What are Clinical Competency Assessments (CCA)?

A CCA is a process used to evaluate entry-level registered nurses’ practical skills, knowledge, and abilities, particularly those trained outside of the country where they intend to work. This assessment is commonly conducted for internationally educated healthcare professionals who seek employment in foreign countries.

The purpose of the CCA is to ensure that entry-level registered nurses possess the necessary competencies and qualifications to provide safe and effective care in the new healthcare setting. It comprises three key components:

  • • Written diagnostic exams – evaluates theoretical understanding of nursing concepts and principles.
  • • Clinical Judgment Scenarios (CJS) – tests decision-making and critical thinking skills in various clinical situations.
  • • Objective Structured Clinical Examination (OSCE) – evaluates practical skills in a controlled setting, simulating real-world patient care scenarios.
