This question was at the heart of “Human Resource Planning Amid International Labor Migration: Pathways Forward,” a conference organized by the Scalabrini Migration Center on September 24–25, 2026, at Ibis Styles Manila in Cubao, Quezon City.

The discussions explored two closely connected questions: how Philippine human resource planning can account for continuing international labor migration, and how planning for overseas employment can consider domestic labor supply and workforce needs.
